They would be the ones who would know if your school has a specific program or something you could apply for and go for free as a sponsored student. An exchange program can be anywhere from a few weeks to a full year. Or you could always learn Japanese and go to college there, in which case it'll be for a full four years. Costs vary depending on whether you have to pay for everything yourself or if you get into a scholarship program.How do you become an exchange student in Japan?I suggest going with YFU. I went to Oosaka for a year with AFS, and it was pretty terrible with the way things were run. There was no support, etc. I had friends from the YFU program though, and everyone absolutely loved it.
You can generally chose to go for one year, one semester, or do a summer only program. Once again, I suggest the year program. A summer just isn't long enough, and after one semester chances are you're just starting to really fit into life there, and you're going to want to stay the year.
YFU offers full scholarships, so if price is a problem, work hard towards the scholarship! I'm not sure how much YFU is (it depends on where you live) but with AFS from America to Japan was around $10,000.

P.S. the cost is pretty expencive if you rent an apartment, but if you are going to stay with a host family, then I'd talk to your parents about sorting that out.
