How do I get Exchange 2003 to automatically CC a user on all outgoing emails by another user?

Basically, we have a new sales guy whose outgoing email I need to have CC'd to his trainer. The guy doesnt remember very often to do it, so how do I get my Exchange 2003 server to automatically do it for him? I have incoming setup to copy to the trainer via Active Directory, but am unable to find anything regarding outgoing copies. How do I get Exchange 2003 to automatically CC a user on all outgoing emails by another user? You are unable to perform this in Exchange 2003. Although, you can perform one of the following:

- Give the trainer full access to the new guys mailbox and then go the trainers Outlook profile and add the new guys mailbox to his Outlook profile

- Use the rules wizard on the new guys Outlook to forward everything to the trainer

There is another way to automatically journal everything on the Information Store where the mailboxes are but that would give you not just the new guys mailbox. How do I get Exchange 2003 to automatically CC a user on all outgoing emails by another user? You could always put the person in question in their own mailbox store and journal everything sent to a mailbox in another store. Outside of that you could implement one of the products from Quest or Zantaz or other archiving manufacturer.
